Abstract
This study examined the communicative competence of Sangguniang Kabataan (SK) officials and Sangguniang Barangay (SB) Officials in Samar, focusing on linguistic, sociolinguistic, discourse, and strategic competence. Using a descriptive qualitative approach, data were gathered through speaking and writing tasks, observations, and simulated communication scenarios to assess the respondents’ ability to communicate effectively in both formal and informal contexts relevant to local governance.
